A Manufacturer's Statement of Origin (MSO) - also called a Manufacturer's Certificate of Origin (MCO) - is the factory-issued document that proves a brand-new vehicle's origin before it has ever been titled. Think of it as the vehicle's birth certificate: it lists the manufacturer, model, year, and the vehicle identification number (VIN or serial number).
Until a vehicle is titled for the first time, the MSO is its primary ownership document. When you buy a new dirt bike, motorcycle, ATV, go-kart, or golf cart from a dealer, the MSO (plus your bill of sale) is what your state's DMV uses to issue the first title and registration.

It depends on how you'll use the vehicle. If you only ride on private property, many states never require a title for off-road vehicles like youth go-karts or pit bikes. But you WILL typically need the MSO if you want to title or register the vehicle, ride on public land or OHV trails, make a street-legal conversion where permitted, insure the vehicle against theft, or resell it later with clean paperwork.

The MSO exists only once, before first titling - it's issued by the manufacturer, not the state. Once your DMV accepts the MSO and issues a title, the title becomes the vehicle's ownership document from then on, and the MSO is retired. If you buy a used vehicle, you should receive a title (or state-specific ownership paperwork), not an MSO.
